Hmmm... I think perhaps php_oci8.dll does "touch" this file since PHP3
version works OK and PHP4 version does not work!

I just realised that this thread (and bug) is irrelevant since I have just
been informed that the PHP version and components were downloaded from
http://download.swwwing.com.... thus not part of the
official PHP
distribution.
I will close the bug as soon as I get my CVS user id...
