If their lifetime has expired, this is the correct behaviour. If it didn't

ITYM session.gc_probability is set to 100? If it is set to 1, the
probability is 1/100 - i.e., garbage collection will be made once at 100
requests approximately - meaning all those requests when garbage weren't
collected it will still be available.
