PHP Unified ODBC and SQLDriverConnect

Looking at the unified_odbc.c module for PHP it appears that OpenLink
uses SQLDriverConnect whilst all other drivers use SQLConnect.
SQLConnect requires the presence of an ODBC.INI file to work correctly.
Would it not be preferable to allow user access to SQLDriverConnect via
an extra odbc_connect () option in PHP, so that they would not have to
use an ODBC.INI file?
(or am I missing something?).
