More on this. MSDN docs say popen works for console apps only, meaning
everything trying to do popen (system, passthru, etc.) is nonfunctional in
IIS environment. I'll try to implement Microsoft-recommended (rather
ugly-looking) solution for this.
Also, all "unable to fork" errors seem to have the same source.
