No, they aren't. The original use for the duplicate status was to
eliminate exact duplicates of reports. Basically when a person ended up
submitting the same bug report a couple of times by mistake. A cron job
used to delete duplicates periodically.
We probably need to fix this and either create a new 'bogus' status and
add a link to the duplicate report on ones that are marked duplicate so it
is possible to automatically close all duplicates when the original is
closed.
