SAPI and licensing.

Hi, I have some questions regarding php. 1) Regarding SAPI, where can I get some documentation to write a server which can talk to php, as a seperate process? 2) Also, if I were to change the source code of php to strip it of some functions or to add some fuctions of my own, what are the licensing issues I should be aware of? (I have in mind, php-3.0.14 or php-4.0.0 or above). I do not wish to modify any part of the Zend engine - just php functions.
