It should probably return an array in either case. When register_globals
is on it would also populate the current symbol table. One could even
argue that when register_globals is off then parse_str() should still be
able to populate the current symbol table as long as that current symbol
table is not the global one. ie. if used in a function it would create
variables in that function's scope. That would probably confuse people
though.
