Yes, as of php4-200008220745 the problem still exists. I've changed the following:
PHP 4-200008220745
IBM C for AIX (vac.C 5.0.1.0)
$ export CC="cc_r"
$ export CFLAGS=""
$ export LDFLAGS=""
$ ./configure --enable-c9x-inline \
--enable-trans-sid \
--prefix=/local/php \
--with-apxs=/local/www/bin/apxs \
--with-config-file-path=/local/php/etc \
--without-mysql \
--with-regex=apache \
--enable-sigchild
