Bug description: Core dump when PATH_TRANSLATED not set
When PHP is run as CGI but the PATH_TRANSLATED environment variable is not set, it dumps core:
To reproduce:

bash% set -a; REQUEST_METHOD=GET; SERVER_SOFTWARE=moose; /www/cgi-bin/php
Segmentation fault (core dumped)
