building extension dlls

I've seen this asked here before, but never saw an answer- I'm trying to build (under cygwin, fwiw) a dll version of a standalone extension so that windows users can use it without trying to rebuild php. The problem is that the windows binary doesn't have the symbolic info one needs to link the dll against. Is there a prebuilt, unstripped version of the windows php binary anywhere? As far as I can tell, building it myself would be next to impossible under cygwin, and I don't have access to the ms dev tools. And please let me know if there's a better list on which to ask this..
