This feature has been there for quite a while now.
In php_fopen_wrapper() you will see:
if (options & USE_PATH && PG(include_path) != NULL) {
return php_fopen_with_path(path, mode, PG(include_path), opened_path);
And if you look at php_fopen_with_path you will see that it walks through
all the dirs listed in include_path.
