Wow. I had no idea that my machine is a super-duper optimizing machine :)
I will try and check the settings on the machine we built 4.0.2 and see if there is a difference. This really makes very little sense and I have no idea how there could be such a big difference.
Maybe my build was broken? At the time where php.ini wasn't read and some INI parameter you have takes additional time? Doesn't sound likely but try and remove your php.ini and see if something changes.
