PHP Bug Type: Installation problem
Bug description: ~ is treated as illegal character in session.save_path
In PHP.INI, set session.save_path to a directory with ~ (tilde) in it on Windows. Stop and restart
IIS.
You will get a PHP.ini parse error message from PHP.
