Moved virtual cwd stuff to TSRM

Guys, I have moved the virtual cwd stuff to TSRM. The move was hard and for some reason when I move the V_* #define's from php.h to tsrm_virtual_cwd.h my Windows build crashes, so I left it this way for now. I am sure there will be some problems as it's a big change so speak up if you bump into weird stuff or build problems. It'll take some time to stabilize. Off to sleep...
