I think it's a great idea. Being able to assume that everyone would have
track_vars on would make it much, much easier to write safe _and_ portable
code. Of course, now it's just possible to force them to turn it on, but for
things like PEAR to succeed, having things work out-of-the-box is going to
be crucial.
