tempnam strangeness

We now have tempnam function, which uses mkstemp for securely creating
temporary file. But I see that now there's no way to use that from PHP,
since what tempnam really does is it *closes* that file and returns it's
name, basically opening the same race as old tempnam functions had. What
is really needed is a function that would return real opened file from
mkstemp. Anyone has objections for that? Any ideas of how to name
it? Also, it'd be not bad for it to return the name too, for later usage.
Any ideas of how to do it in a most sane way?
