There is a quirk in the interface. If you use the form at the top of the
page to access a bug listing, you are presented with the developer login
form. This should be fixed soon.
To correct it, either follow the link back to the bug from one of the
report emails that was mailed to you. When you are at the page, click the
modify link.
Alternately, modify the query string for the URL - change edit=1 to edit=2.
