Well ... the phpinfo() does not have <form> nor </form> that was
just an example of what the 4.0.3 does...
do like that:
<html>
<? session_start();?>
<form method="post">
<input type="text" name="name" value="Väga">
</form>
<? phpinfo(); ?>
</hmtl>

the input type is just another example of what 4.0.3 breaks. It replaces
the second letter with '"' ...
