I've come across this problem quite a few times and actually started to look
at re-writing the Unix code for PHP so that the data type for the seconds
changes from size_t to something like a "long long". Obviously the size_t
data type is limited to 32 bits under a 32 bit machine, but would it be
worth the effort to re-write this to support 64 bits, and hence a much
larger date range?

It's a limitation in the integers counting seconds from
the first January since 1970. You need a 64 bit machine.

In 2038 Unixes have their "millennium bug". The 32 bits second counter
(seconds sinds 1970) is out of bits then.
It should be fixed, but not very important at the moment (I think).

When creating a calendar application ... everything works fine until year
2038. Then it breaks. Is there any reason for limiting the date/time
functions to 2037 years?
