i don't think that it has anything toto with the debug build thing.
the problem with the php.ini is solved when i go back to fopen-wrappers.c revision 1.75.
but the problem with the gd exists...

this bug causes my debug builds not to run I assume,
although placing the php.ini in the interperters dir doesn´t
help, it just stops at reading the file (it´s locked and php
hangs, no cup usage)....

php as cgi show's some very weird directory support under windows.
for example it doesn't searches for the configuration file in the systemroot
anymore, but in the folder where the interpreter is stored.
also when it's coming to file searching php searches in the directory where
php is stored, not where it's executed:
ImageTTFText($handle, 0, 0, 0, 0, $color,$font,$string);
it should search the font in the diretory where the file is executed, but
php searches it in the directory where it's stored.
this doesn't only apply to the gd. so i made a quick scriot to see what's in
the folder:

$handle = opendir("./");
while($file = readdir($handle))
print "$file<br>n";
?>
it shows nothing, but there are several files in the actual folder.
running that script as apache module show's every file, oh and the
servermodules doesn't search for the configuration file in the systemroot as
well, but in the serverroot nowdays.
