Bug description: No error_log file in win95/nt
The problem i that php no writes file error_log.
In file main.c, function php3_log_err:
line 204 is :
if (strcmp(php3_ini.error_log, "syslog")) {
and it must be (IMHO) :
if (strcmp(php3_ini.error_log, "syslog")==0) {
