Fix for PostgreSQL link bug

Hello! In bug report #7298, aja@nlgroup.ca proposed a fix for the PostgreSQL link bug that was reported in bugs #7264, #7312 and #7333. It fixed the problem for her, or him, or whatever, and it fixes it for me. This bug was introduced in PHP 4.0.3, and it still exists in PHP 4.0.3pl1. I don't know if someone has yet stumbled across that proposal, but aja's fix is not in current CVS. Could someone please check that fix and either commit it or fix the bug in another way? PostgreSQL support is just plain broken since 4.0.3, and I would like to use the current version.
