Bug description: No warning is Header() is used after the headers have been sent ?
I made some tests today, and it seems that the Header() function does not issue a warning if it is
used after some text has been written.
This would be really useful for debugging PHP scripts. By the way, the SetCookie() function will
issue a warning, so I think that this is not consistent.
I checked the code, and the warning is only sent when DEBUG is defined. The warning for SetCookie
does not need the DEBUG compile-time define.
