Bug description: tempnam() behaviour changed from 4.0.1 to 4.0.3

$f = tempnam("/tmp","foo");
?>
With PHP 4.0.1pl2, this script will return a string, but with PHP 4.0.3pl1, it will return a string
and create a temporary file.
