Question: Rules for bug report closing?

What are the rules for closing a bug report ?(Re: bug #7396) I have (today) requested the submitter for some more information, and whether the changes I made in his code fixed the perceived problem. I am not doing any core development of the language, mainly documentation and some notes administration, so I am not sure if I can do the closing of if one of the people in the PHP-DEV team should do it.
