Bug description: str_repeat only working for lengths greater than 0
I would find it extremely helpful to have the ability to use str_repeat() with a length 0... I find
myself using a ($foo ? str_repeat($bar,$foo) : ""), or defining a function of similar
meaning. I apologize ahead of time if this is an inappropriate forum for this to be posted to.
