(b) is true for every OS without a bug in this specific part. A standard UNIX
operating system will associate locks with a specific descriptor and if this
descriptor is closed, all these locks _must_ be released.
Since Windows tries to be a POSIX-like conformant system, it should share the
same semantics. Unfortunately, my only Win32 coding reference does not list
any information about this topic.
