It sounds like the impossible ;)
Do you have VC++ 6.0 in order to compile PHP? It would allow you to put a breakpoint where the php.ini is opened and see what is really happening.

I send Joey the following test results: PHP is installed to e:\php4 (CGI). php.ini is stored in c:\win98 (Systemroot) Without any php.ini* in e:\php4 it's all ok. Now testing with phpinfo() with "e:\php4\php.ini-optimized" => default values with "e:\php4\php4.ini-optimized" => ok with "e:\php4\php.inioptimized" => ok with "e:\php4\php.ini.optimized" => ok with "e:\php4\php.ini_optimized" => ok with "e:\php4\php.ini#optimized" => default values with "e:\php4\php.ini optimized" => ok Funny - isn't it?
