php_flag and php_admin_flag

Could anyone explain to me why it was deemed necessary to
provide
php_flag foobar off
when it could be simply written as
php_value foobar 0
I don't see any reason for implementing these directives in
the Apache 2.0 module, but maybe I'm missing something.
