Yes, previous versions worked (last build was probably two weeks ago).
Here's how I'm invoking configure:
./configure \
--with-apxs=/usr/local/apache/bin/apxs \
--with-config-file-path=/usr/local/apache/conf \
--without-gd \
--with-gettext \
--with-imap=../imap-2000.RELEASE-CANDIDATE.8 \
--with-ldap \
--without-mysql \
--with-pgsql \
--enable-xml
I started with 'make distclean' after a fresh cvs update with
a ./buildconf.
