win32 build process / bison

Could someonw please explain the syntax for external/customized build
steps in MS VisualC++?
I'd like to do make a change to three calls to bison to make the build
process work if cygwin is not installed and the win32 native port of bison
is used.
Currently I change those calls manually from
if not "X%CYGWIN%"=="X" bison --output=parsedate.c -v -d -S
"%CYGWIN%\share\bison.simple" parsedate.y
if "X%CYGWIN%"=="X" bison --output=parsedate.c -v -d -S "C:\Program
Files\Cygnus\share\bison.simple" parsedate.y
to
bison --output=parsedate.c -v -d parsedate.y
for instance.
All (I think :) that needs to be done is to check if the environment
variable bison_simple is set (and no other "rule" applies?) and make the
call to bison.
