record locking

I'm wondering in which way record locking could be integrated into PHP. If you have followed the discussion on the general mailing list, the consensus was something on the line to support ``a portable flock.'' Well, this should not be a big problem, there is at least one way to do that on every Unix flavor. Anyway, since PHP seems to have a need for flock (e.g. in functions/db.c), I'll add a more portable emulator using fcntl().
