Strings for scanf are delimited by whitespace. For what you
need, use ereg or preg_match.

sscanf($buffer,"<GroupBy GroupID="%s" Value="%s"
/>",$GroupID,$Value);
$buffer looks like <GroupBy GroupID="ID" Value="VA" />
I get $GroupID=ID" and no $Value set at all.
Why does it produce quatation mark at the end of string, I think it shouldn't do like this ...
