Just post the patch to this list. Ideally, one of the prime developers will review the patch and contact you. If you don't hear back, don't worry - the developers get a bit swamped and sometime miss a message or two. Just wait a week or so, then write the list and politely inquire if anyone has had a chance to review the patch. Also, check the EXTENSIONS file in the php4 directory of the CVS source tree to see who maintains the section of the code that you are patching.
