UTF16?

Hey guys, I'm working on converting some perl modules at use Unicode::String into PHP. One of the modules uses UTF-16 encoding. I notice that you two authored the /ext/xml/xml.c file, which has the utf8_* functions. There is a note in there that UTF-16 isn't supported. I'm wondering if thats because you never coded it, or if there is some deeper reason for not supporting it.
