PHP Bug Type: Parser error
Bug description: strcasecmp not binary safe - unlike what code says
The souce says php3_strcasecmp is binary safe, only it's not.
This does not seem to be a function that is ever called by user written php3 code, so it might not
have any user impact.
The non case sensitive version uses binary safe php3_binary_strcmp, but case insensitive version
just uses the strcasecmp function. (It might just be an error in the comments which say it's
binary safe when it's not.)
