There is 'arg_separator' php.ini entry
(undocumented and not in php.ini-dist/optimized, it should be added!!)
but it doesn't handle setting it to 'arg_separator = "&"' very
well:

Produces this:
HTTP_GET_VARS["testi"] =
HTTP_GET_VARS["testi2"] = 12345
HTTP_GET_VARS["test3"] = joo
ie. the first var is empty, second is okay and third is chopped from 5 to
3 chars. So it almost works..:) But setting it to ';' works fine.
Also when using --enable-trans-sid (just tested it).
