Well although it mailed it to me the database doesn't seem to want to accept my password so I can submit a reply, but the problem does still happen under 4.0.3pl1. Win98se, PWS 4.0. The use is that I'm using an index.php file to open a specific page in a frame if it's passed to the file (/index.php?/test.html) and it's not being received by the index.php file if you use (/?/test.html).
