I think that having them in the bug system helps add a level of priority to undocumented features/functions. Something which is undocumented, and rarely used, is no big deal. But if it's used often enough that we're getting bug reports on it, I'd say that it *increases* the level of importance for documenting a given feature/function, or correcting a documentation error.
