OK, I'm no SGML setup whiz or anything, but the PHP configuration
doesn't like docbook.dsl to be anywhere besides under
/usr/lib/sgml/. Since my SGML setup installed itself under
/usr/local/share, I have to edit doc/html.dsl and change:
Index: html.dsl
===================================================================
RCS file: /repository/php3/doc/html.dsl,v
retrieving revision 1.7
diff -u -r1.7 html.dsl

Anyway, making sure that html.dsl is pointing to your docbook.dsl is
one thing to check. YMMV.
