PHP Bug Type: Scripting Engine problem
Bug description: Error parsing form data field names in rfc1867.c
Bug 2362 exists in 4.0.4. Lynx versions through at least 2.8.3 reproduce the bug easily.
Specifically, the parsing code expects the value of the "name" parameter to be quoted,
which is not required.
