There's nothing wrong in PHP in this matter.
IE has 'global' cookies. And this bug system
is not meant for asking this kind of questions.
Try php-general@lists.php.net instead.

When I connect to the web-page written by PHP4.04pl1
using IE 5.0, a session-id d396xxxxxx is generated.
Then I start another IE 5.0 to connect to the same page
again, and I expected a new session-id should be generated,
however, it gives me the same session-id. So I can start two
simultanous php application from one PC due to the same
session id.
Help : how can I make the session-id be different
