What errors do you get if you have #include "php.h" in it?
I don't have any troubles with compiling this in same system and using Sun CC.

The automatically generated file ext/standard/url_scanner_ex.c fails to compile.
I had to change line 21 from:
#include "php.h"
to:
#include <php.h>
