Well, the main difference is that expat is used by many more people (it's built into PHP by default). readline is only useful for a handful of people, I'd imagine. I think it'd be best if we try to cooperate with christos and create a library that can build for PHP 'out of the box' (so that we don't have to include it in the PHP source tree, and so that the codebases won't fork).
