Code Contribution: localeconv()

Hello, I noticed on the PHP setlocale manual page that localeconv() was not yet implemented. I went ahead and coded it up. I was going to list a bunch of stuff about it like why I chose to do things certain ways, etc. but I figure you will ask or flame if you see something you don't like :) Please consider applying. And please do comment, this is my first real attempt. So without further ado, patch file is attached.
