sql_regcase does not behave like the manual page illustrates
manual:
echo sql_regcase("Foo Bar");
[Ff][Oo][Oo][ ][Bb][Aa][Rr]
observed:
echo sql_regcase("Foo Bar");
[Ff][Oo][Oo] [Bb][Aa][Rr]
compiled with --with-mysql --with-apxs
