Bug description: Context menu app launching useless with apache module
When the apache module is loaded, trying to launch applications with context menus freezes Windows.
Explorer has to be killed (Alt-Ctrl-Del) and Windows automatically restarts it, messing up display
and losing all tray icons. Happened with Win95b, 98SE; Apache 1.3.12 and 1.3.14; PHP 4.0.1 up to
4.0.5dev, all versions.
