PHP Bug Type: Date/time related
Bug description: strtotime cannot cope correctly with time zones
strtotime cannot evaluate timestamps like this:
"2001-1-29 14:35:12 +1:00"
Only string time zones are allowed like this:
"2001-1-29 14:35:12 CET"
Thats bad because postgres delivers the former timestamps...
