This appears to be a problem with PHP's configure script. I ran into the
same thing. You have to edit the php-4.0.4pl1/main/php_config.h file, and
change
/* #undef HAVE_IEEEFP_H */
to
#define HAVE_IEEEFP_H 1
It should then be able to compile.
