The --with-mysql=directory should point at the base where mysql is
installed, not the unpacked source archive.
Instructions on installing MySQL can be found at their site
(http://www.mysql.com/). Once you have done that, you should
be able to compile PHP successfully following the install
directions.
If you are using Redhat, the instructions at
http://cvs.php.net/cvsweb.cgi/INSTALL.REDHAT?rev=HEAD
may provide useful, too. This will let you install
using RPM packages.
